RTC Inmate Dies in Custody

64-year old Russell Harms died Monday morning at the Nebraska Department of Corrections Reception and Treatment Center (RTC).

Harms was serving a life sentence on charges of first degree murder and use of a deadly weapon to commit a felony out of Nemaha County.  His sentence started October 11, 2000.

Harms shot 84 year old Tennyson Kelsay to death in a shopping center parking lot in Auburn, NE, in 1999. He was the grandfather of two Husker football legends Chris & Chad Kelsay.

The cause of death has not yet been determined. As is the case whenever an inmate dies in the custody of the Nebraska Department of Correctional Services (NDCS), a grand jury will conduct an investigation
