Lincoln Police were sent to the 100 block of Q Street around 4:50 p.m. Tuesday, February 22nd after receiving a report that a man with outstanding arrest warrants was at that location.
Officers were on their way when they saw a white pickup stopped at a red light near Sun Valley & West O Street. The officer identified the driver as 41 year old Richard Harshbarger as the man they were looking for. They conducted a traffic stop a few blocks west.
Harshbarger pulled into a parking lot and was driving slowly while making movements that he was trying to hide something. Officers approached the vehicle on foot and ordered Harshbarger to stop and turn off the pickup but he continued to drive slowly toward officers. He eventually stopped but refused to get out of the pickup or turn it off. There was a brief struggle as officers physically removed Harshbarger and he was taken into custody.
Officers searched the vehicle and found a 12 inch knife hidden under the driver’s seat. Harshbarger is a felon and prohibited from possessing weapons. They also found a drug paraphernalia that included a pipe that tested positive for methamphetamine and a small glass jar with marijuana residue.
Harshbarger was booked for possession of a controlled substance, possession of a deadly weapon by a prohibited person, resisting arrest, obstructing a peace officer, carrying a concealed weapon, driving on a suspended license, possession of drug paraphernalia, and possession of marijuana, less than an ounce.
