Lincoln Police Searching for JCPenney Perv, Barefoot Shoplifter

Lincoln Crime Stoppers is asking for the public’s help identifying suspects in two separate cases, one involving a disturbance at a local department store; the other involving a late-night gas station shoplifter.

The first case occurred around 7:00 p.m. on Saturday, October 18, 2025, at the JCPenney in Gateway Mall near 66th and “O” Street.

LPD Video Forensics Technician Becky Keller says the victim in this case was shopping and went into a changing room to try on some clothes, and from a nearby changing room, a male individual made an inappropriate comment about touching himself directed at the female.

Upon reviewing security footage, police observed the male had been following the victim around the store for a while before making the comment at her.

The victim threatened to call the police and the man ran out of the changing rooms and left the store. He was reported to have both face and neck tattoos, with a slim, athletic build, possibly 30-40 years of age.

The second case occurred around 2:30 a.m. on Sunday, September 14, 2025, at the U-Stop gas station on 27th and “E” Streets.

Keller says the store reported a barefooted, tattooed individual entered the store and grabbed an 18 pack of Corona. He left the store without paying and was chased by an employee and a bystander as he hopped into a black Honda Civic as the passenger.

As the driver sped off, he hit the bystander with the vehicle. From what we can see in the video, the driver appears to be a lighter skinned male with a dark trimmed beard. The vehicle had no front plate on it and the back plate was unable to be read.

Police are looking for both individuals in this case due to having two alleged crimes here, a shoplift and a hit and run accident.
