For the second week, the Lincoln Lancaster County COVID-19 Risk Dial remains in the red, or severe risk of infection range.  There are 161 new cases today bringing the weekly total so far to 1,335 cases.  They noted there is an increase in the number of cases in those aged 50 and older.

The city has implemented new safety requirements that take effect on Monday, November 16th.

Bars and establishments that serve alcohol are required to stop serving at 10 p.m. and close at 11 p.m.

Indoor gatherings will be limited to no more than ten people or 25% of capacity.  That follows the state’s directed health measure.   All events and venues with a capacity of 500 or more must be postponed until December 7th and those after that date must have an event plan regardless of how many are planned to attend.

Starting Monday, all businesses that sell alcohol must stop sales at 10 p.m. and close at 11 p.m.

All  indoor team sports for youth are postponed until after December 7th.

Individuals must wear masks indoors unless no one else is in the same room and they can maintain at least six feet of separation from others at all times.

Companies that operate peddle pubs and party buses cannot operate until after December 7th.

This directed health measure will remain in effect through December 7th and adjustments will be made if necessary.

Lincoln Public School also announced they will be no classes the entire week of Thanksgiving.

.  The red dial position indicates a severe risk of the virus spreading. Residents are advised to follow these recommendations to protect themselves and others:

  • Stay at home unless traveling for work, school, food or medical care or to check on others who may need assistance.
  • Work from home if possible.
  • Wear a face mask when interacting with anyone outside of your household.
  • Stay at least six feet away from anyone outside of your household.
  • Avoid gatherings.
  • Only visit businesses and participate in activities where public health guidelines are observed.  The guidelines include mask wearing, physical distancing and capacity limits.
  • Follow travel guidelines from the Centers for Disease Control at cdc.gov.

These changes are effective immediately:

Aging Partners

  • The Health and Fitness Center will be closed until the risk level improves.
  • Foot clinics will not be offered until the risk level improves.
  • Home meal and produce package delivery will continue.
  • Care managers and service coordinators will limit home visits to critical situations to meet regulatory requirements or to check on clients who are possibly facing risk.
  • Lifeline installations and service calls will not be completed in homes, unless the homes are vacant at the time of installation.
  • Handyman jobs that can be completed outdoors will be allowed to continue. Indoor work will not be scheduled.

City Council

The Council closely monitors COVID-19 in the community and will make necessary changes to protect the health of the public, City staff, and their families.  Seating in Council Chambers will continue to be limited to ensure safe distancing.  If Chambers are full or if residents are medically unable to wear a mask, individuals must wait in the Bill Luxford Studio, room 113, or in the commons area until called to testify.

When called, individuals are asked to enter the Council Chambers and approach the podium. After speaking, residents will exit the Chambers through the door to the left of the podium.  The open microphone sessions are provided for those who wish to address the Council on a matter not on the agenda, and not planned to appear on a future agenda.  The sessions are regularly scheduled for the second and last meetings of the month just prior to adjournment.

Lincoln City Libraries

Library patrons are no longer allowed extensions to the one hour visitation limit, except in cases of inclement weather and extreme outdoor temperatures.

Parks

  • The remaining games this week and tournaments for fall adult volleyball leagues are cancelled.
  • The table tennis program at Calvert Recreation Center is suspended.
  • Rental of facilities in parks and in recreation centers continues to be suspended.
  • Access to gyms, walking tracks and fitness equipment at recreation centers continues to be available at limited capacity.
  • Registration for winter adult basketball, indoor kickball and volleyball is suspended. Continuation of registration will be reviewed in mid-January.
  • The beginning of the winter youth basketball season is suspended pending review in mid-January.  Refunds are available upon request.

StarTran

Masks are required on all public transportation.  Riders must enter and exit buses through the rear door when a vehicle offers that option.  Riders that need the lift may still enter through the front door.
